I would say
190 for sure, especially at today's resale prices, as I feel they will climb once officially discontinued, and a base luminor of some sort, 2, 112, 000, or maybe 176 if he likes the understated brushed look of Ti. Most likely, this would keep him under budget with money left for straps, a nice strap case and cash to make it to a GTG or two :-)
I've never gotten the whole T Vs L thing ( yeah, the Ts have a bit more character, but not 2-3X the charachter in my opinion), so if he doesn't mind L either, he could well do a 190 and a base for less than $10K.
